For over three decades, Biplab has had a multinational career in the energy and infrastructure sector where he is widely known as a clean energy specialist and board advisor where his focus is strategic investment, M&A and corporate development.
Biplab began his career at Shell International before moving to Mobil Oil. Upon receiving an MBA from Cranfield Business School, Biplab joined TXU EUROPE to oversee M&A transactions across the various European energy markets, acquiring several utilities in Scandinavia and UK. He subsequently joined CDC Capital as a strategic advisor focusing on M&A transactions across Asia.
Over the last decade Biplab has advised both governments and corporations on clean energy. He co-authored the UK Government report on micro nuclear and has been named in reports by Canadian regulators and quoted in articles published by the World Economic Forum. Biplab continues to advise various boards including Hatch Inc (Canada) and ONET Technologies (France). He was instrumental in delivering the de-designation order at URENCO Capenhurst and subsequently helped initiate their UBattery programme. Regarded a specialist in zero carbon, Biplab sits on the boards of two infrastructure think tanks.

John’s previous roles include Chief Executive of the Nuclear Institute, and senior roles in the engineering construction industry and Royal Navy. He has also held non-executive positions with a number of recruiting firms in the City and elsewhere. A nuclear submariner, he held a range of operational, intelligence and engineering roles in the Royal Navy, including as a PWR operator, engineer and supervisor of the Royal Navy’s training reactor at Greenwich, and training and intelligence with the US Navy. His last role in the RN was as Director of Education. He was a member of the IAEA’s International Arctic Seas Assessment Project, quantifying the radiological impact of sunken Soviet submarines in the Arctic. Paul focuses on multiple aspects of the nuclear industry – from legal and policy matters, including international regulatory and treaty frameworks and issues regarding nuclear liability, to strategies for creating and financing nuclear power programs and the identification and mitigation of associated risks – representing governments, developers/owners, investors, lenders, and contractors on nuclear projects internationally. He is recognized as an expert in the development and financing of nuclear power programs by the International Atomic Energy Agency (IAEA), the OECD's Nuclear Energy Agency (NEA), the International Framework for Nuclear Energy Cooperation (IFNEC), and the US government. Paul regularly teaches financing, contracting, and project development for the IAEA, Argonne National Laboratory, and Texas A&M University for their international training programs, and serves as a guest lecturer at the U.S. National Defense University and at Virginia Tech. Laurence is the Vice Chair of the Higher Scientific Council of the European Nuclear Society, he chairs Tokamak Energy’s Regulatory and Safety Committee, and he is the Chair of the Nuclear Institute’s Editorial Committee for the Nuclear Future Journal. Laurence is currently working on the regulation of Fusion Power Plants.
Laurence has previously held positions as: Her Majesty’s Chief Inspector of Nuclear Installations; Chief Engineer of the Nuclear Decommissioning Authority; Chair of the Defence Nuclear Safety Committee, and Chair of the Committee on Radioactive Waste Management. He has also been a member of the UK’s Nuclear Innovation and Research Advisory Board (NIRAB).
Laurence has extensively contributed to international nuclear safety. He has worked with the International Atomic Energy Agency (IAEA), the OECD’s Nuclear Energy Agency, the European Commission, the European Bank for Reconstruction and Development (EBRD), the International Nuclear Regulators Association, the Western European Nuclear Regulators Association and numerous national nuclear regulatory authorities. As Chairman of the IAEA Commission on Safety Standards he was responsible for overseeing the development of international standards in the areas of nuclear safety, radiation protection, radioactive waste management and the transport of nuclear materials.

Lynda Warren is Emeritus Professor of Environmental Law at Aberystwyth University and Honorary Professor at Bangor University. She is a member of the Board of Natural Resources Wales and sits on Defra’s Science Advisory Council. She was a member of the Royal Commission on Environmental Pollution until its closure in March 2011. She has postgraduate degrees in marine biology and law and has pursued an academic career first in biology and latterly in environmental law. She has over 100 academic publications, including a number on radioactive waste management law and policy. Lynda has over 15 years’ experience of radioactive waste management policy. She has been a member of CoRWM since 2003 and, before that, was a member of the Radioactive Waste Management Advisory Committee (RWMAC), chairing its working group on Dounreay. She was on the Board of British Geological Survey until the Board was disbanded in April 2011 and is an associate of IDM, a consultancy engaged in environmental policy advisory work, mainly in the nuclear sector.

He was a visiting Professor of Nuclear Engineering at City University in Hong Kong 2012-2018. He writes for the technical press on nuclear economics and policy matters and he is leading a group on energy storage needs for the Royal Society Working Group on Energy Storage.
He received his degree from the University of Cambridge and has spent much of his career in the nuclear and aerospace industries, starting with UKAEA working on fast reactor systems and including 20 years at Rolls-Royce where he became Managing Director of the Nuclear Group in 1992. Also, he was the Director of Engineering and Projects when the Vanguard nuclear submarines were being delivered. He has held several corporate Rolls-Royce plc roles in both aero-space engineering and strategic transformation.
He provides consultancy widely in the engineering, technology and services sectors and has completed several policy studies for Government on SMRs, and for politicians on business enterprise and on large-scale procurement.
He is a Fellow of the Institution of Mechanical Engineers, an Associate Member of the Nuclear Institute. He is an independent adviser on SMR design.

Subsequently as advisor to the CEO, Paul primed the initiative to commercialise the U-Battery SMR nuclear reactor programme. The intention was to role out easily transportable, factory production line built 5MWe units to provide localised power for undertakings and communities in both developed and developing countries.
Paul has 40 years experience in the nuclear industry including Fuel Manufacture at BNFL Springfields near Preston, finishing as Head of Hex Business and member of the Fuel Executive, and was Head of Site in charge of Decommissioning Hunterston A Nuclear Power Station for 2 years. Paul is recognised as an expert in uranium chemical processing and enrichment and has a track record in initiation and delivery of multi-hundred-million new build and decommissioning projects across the nuclear sector.
An experienced Member and Chair of diverse non-executive and trustee boards and sub-committees both in nuclear and elsewhere Paul bring a wealth of expertise dealing with diverse stakeholders including regulators, national and local politicians, unions and shareholders. An acknowledged speaker and communicator on nuclear and energy matters. Currently Paul is an associate advising Atomic Acquisitions on various nuclear decommissioning and new build opportunities in the UK and abroad.

Phil Davies is director of Westlakes Nuclear Limited, providing independent services in the nuclear sector since 2010. Projects have included strategic work on radioactive waste management, management of nuclear assets and new build. Radioactive waste strategic management projects have been in UK, Holland and Sweden, with other work for IAEA, Vienna. Through 2021 Phil’s focus was on strategy development and workshop facilitation for Low Level Waste Repository Limited, carried out beside other work for Sellafield Limited, for example on alpha testing strategy and procurement strategy.
Phil held the post of Head of Site for the Moorside project in Cumbria for NuGen. This encompassed intensive early-stage work – site investigation and environmental studies and scheme development (layout, transport, associated developments, initiation of the Funded Decommissioning Programme). This assignment overlapped with a role on the Senior Advisory Group for the decommissioning of Imperial College’s Consort reactor.
Prior to 2010 Phil was Head of Waste and Nuclear Materials at the Nuclear Decommissioning Authority where he built capability from the start of the organisation and with his team handled policy and strategic issues at the national level.
Phil has a reputation as a ‘can do’ operator in a variety of environments, for example handling lead roles in successful major tenders in civil nuclear and defence areas.
